They are looking for other similar regional/national partnerships to extend the socio-economic diversity and the geographical scope of the proposal.

A regional industrial association together with a public body managing regional policy for schools and tertiary education and vocational training, both based in a southern Italian region, are working on a proposal for the COS-ENTRECOMP-2018-3-01 call to build an active community (at national / regional / local level) around the Entrepreneurship Competence Framework (EntreComp). Entrecomp has been published in 2016 by the European Commission as a shared definition of entrepreneurship as a competence, useful for all stakeholders to recognize and foster entrepreneurial skills. Entrecomp consists of 3 competence areas (Ideas and opportunities, Resources and Into action) each made up of 5 competences ("entrepreneurship building blocks") that are developed along 8 levels of progression, with a comprehensive list of 442 learning outcomes. The framework can be used as a basis for the development of curricula and learning activities and for the definition of parameters to assess learners' and citizens' entrepreneurial competences. The industrial association operates in the area of Information Technology that, despite being in a regions lagging behind, is particulary dynamic. With the aim to exploit the entrepreneurial potential that is not adequately supported by the education system, the association has been deeply engaged in the promotion of entrepreneurial skills, as promoter and partner of several studies and joint initiatives with high schools, universities, training centres and institutions, within regional and national programmes. The support to entrepreneurship has been at the core of several policy tools experimented by the regional body (laboratories, voucher, courses) with different regional actors. One of the key element of the project idea is to develop a structured and collaborative process to evaluate, and assess existing experiences using the Entrecomp framework to identify missing elements, critical aspects and effective approaches, in order to design and test new/upgraded learning packages (courses, curricula, practices, etc.) that allow learners to progress in the EntreComp competences development. Based on the experiences of the current partners, the project will address primarily formal and informal education connected with high school, tertiary education, youth and unemployed. In addition, the current partners have a particular focus in the area of digital / IT opportunities but the overall partnership should be able to develop cross-sectoral outcomes. In line with the call, the project will: - Establish national / regional collaborative communities - Promote a collaborative discussion among such communities - Design a concrete plan of actions with new learning opportunities and support services based on EntreComp - Develop new learning opportunities based on the learning outcomes in EntreComp - Test new approaches to developing and assessing the entrepreneurship competence, adopting a cross-sectoral and cooperative approach between different actors at national/local level. To this aim, the partnership should be enriched with similar groupings organised at national / regional level, including: - a public authority responsible for education, employment or entrepreneurship policy and actitivities - a business or employment support entity, like chambers of commerce and industry, trade union, employers organisations, employment offices. The desired partnership is expected to bring a wealth of experience about programmes, projects and methodologies and be able to reach a large network of operators, including education and training experts and organisations, employment and labour market actors, public authorities responsible for related policies at national and/or local level. Partners with extensive experience of EU projects are welcome and, if interested, they may assume the project coordination. Partners of the following types are sought in each country: - a public authority responsible for education, employment or entrepreneurship policy and actitivities; - a business or employment support entity, like chambers of commerce and industry, trade union, employers organisations, employment offices. Partners are expected to: - be able to build regional / national communities, including education and training experts and organisations, employment and labour market actors, public authorities responsible for related policies at national and/or local level; - have a consolidated experience with the diffusion and development of entrepreneurial competences (studies, initiatives, courses, programmes); - to interact actively with the other partners to evaluate and further develop existing experiences. Partners with extensive experience of EU projects are welcome and, if interested, they may assume the project coordination.
